I. Title
Intercollegiate Athletics Compliance Committee/Athletics Council Policy
II. Policy
A. Membership
- The Intercollegiate Athletics Compliance Committee/Athletics Council (IACC/AC) will consist of twenty members selected by the President annually as follows:
- a. Five faculty members, each selected from a different college or school;
- b. Three students, to include the Student Government President (or designee); the Chair of the Student-Athlete Advisory Committee; and the representative to the Sun Belt conference Student-Athlete Advisory Committee;
- c. A representative from the Office of the Registrar;
- d. A representative from the Office of Financial Aid;
- e. A representative from the Office of Admissions;
- f. A representative from the Division of Business Affairs;
- g. A representative from the Division of Student Affairs;
- h. An alumni representative who is not employed by the University;
- i. Four other university faculty or staff members appointed by the President;
- j. The Faculty Senate Chair; and
- k. The Faculty Athletics Representative.
- Term of Office
- a. The term of each member’s appointment will be for one year, beginning September 1 and ending August 31.
- b. Each member serves at the discretion of the President and is eligible for reappointment or removal.
- Quorum A quorum will consist of a majority of the IACC/AC members. A quorum must be present to conduct business. IACC/AC members do not include ex-officio and resource personnel members for purposes of a quorum.
- Ex-Officio and Resource Personnel Members
- a. The following officials will serve as ex-officio and resource personnel:
- i. The Director of Athletics;
- ii. The Executive Senior Associate Athletic Director for Compliance, Academics and Student Welfare;
- iii. The Athletics Senior Women’s Administrator;
- iv. The Associate Athletics Director for Business and Finance;
- v. The Executive Director of Institutional Compliance; and
- vi. The Chief Legal Officer.
- b. The IACC/AC Chair and Associate Chair
- i. The Faculty Athletics Representative will serve as the chair of the IACC/AC.
- ii. The Director of Athletics will serve as the associate chair of the IACC/AC.
- a. The following officials will serve as ex-officio and resource personnel:
B. Responsibilities
The IACC/AC meets twice a semester in alternating months. Each member of the IACC/AC is assigned to a subcommittee (Student-Athlete Welfare, Academic Integrity, Recruiting, Financial Aid, and Fiscal Integrity) and is expected to participate in an appropriate monitoring activity at least once a year. Monitoring activities are scheduled to take place in the months when the larger committee does not meet, and reports are given at the next full meeting.
- The responsibilities of the IACC/AC are as follows:
- a. To advise the University administration regarding the long-term and short-term objectives of the University’s intercollegiate athletics programs and policies;
- b. To provide the University with representation in the various appropriate state, regional, and national intercollegiate athletics organizations, conferences, and associations;
- c. To provide monitoring oversight for compliance-related activities of the department and the intercollegiate athletics program;
- d. To provide advice and counsel on matters related to academic standards for student-athletes, awarding of athletics scholarships and eligibility of student-athletes; and
- e. To make recommendations to the President regarding:
- i. Issues, concerns, and policies related to the academic progress of student-athletes;
- ii. Athletics department operating policies and procedures;
- iii. Institutional policies and procedures that affect intercollegiate athletics; and
- iv. Guidelines and philosophy in the scheduling of athletics contests or events and the administration of home athletics events.
C. Structure
The IACC/AC will consist of the following standing subcommittees:
- Governance, Institutional Control and Commitment to Rules Compliance Subcommittee
- a. The subcommittee will monitor the certification of student-athletes, coaches recruiting records, review playing and practice records, receive reports of rules violations, review rules education of coaches, athletes and boosters, and other compliance related matters.
- b. This subcommittee will also assure compliance with the NCAA Division I Operating Principles related to governance, institutional control and commitment to rules compliance, which are required for NCAA athletics program certification.
- c. Membership will be determined by the chair of the Governance, Institutional Control and Commitment to Rules Compliance Subcommittee.
- Academic Integrity Subcommittee
- a. This subcommittee will monitor student-athlete absences due to team scheduling, sports scheduling, athletics graduation rates, admission procedures, academic support services, and academic progress and performance related to student-athletes.
- b. This subcommittee will also assure compliance with the NCAA Division I Operating Principles related to academic integrity, which are required for NCAA athletics program certification.
- c. Membership shall be determined by the chair of the Academic Integrity Subcommittee.
- Fiscal Integrity Subcommittee
- a. This subcommittee will monitor departmental responses to audits, paid visits to prospective athletes, outside athletic-related income and benefits of athletic staff, and other fiscal matters related to the operation of intercollegiate athletics.
- b. Membership will be determined by the chair of the Fiscal Integrity Subcommittee.
- Student Welfare, Gender Issues, and Minority Issues Subcommittee
- a. This subcommittee will conduct exit interviews, monitor the ratio of ethnic minority student-athletes in each sport, analyze gender and ethnic makeup of the athletics staff, monitor the sportsmanship and ethical conduct of students and staff during athletics competition, may serve on appeals committees for student-athlete grievances and transfer requests, and address other matters related to the welfare of student-athletes.
- b. This subcommittee will also assure compliance with the NCAA Division I Operating Principles related to equity and welfare, which are required for NCAA athletics program certification.
- c. Membership will be determined by the chair of the Student Welfare, Gender Issues, and Minority Issues Subcommittee.
D. Reporting
- The IACC/AC will report directly to the President of the University.
- The IACC/AC will report compliance-related information through the University Compliance Officer.
